i) got through to locals: in Deyang, most casualties are in MianZhu and ShiFang. Both counties are close to the epi-center. There are lots of building collapsed including schools. Collateral damage in Deyang central district is severe but no collapse of highrises, and low in death toll ( JinYang 16 so far ). It sounds like most of our relief effort would go to the north part of Deyang...since many villages got wiped out and many missings are not accounted, it is estimated that the death toll in those areas would be much higher than reported. 

ii) local government may not have the expertise of using donations. However, we can get help from them in the process of identifying the qualified recipients.

     a)  The objective is to provide relief to school and education related cases, govermental offices involved may include JiaoYu ( education), Qiao ( foreign ), and MingZheng ( PeopleFair ).

     b)  We need to open a local bank account to facilitate the fund distribution.

     c)  We may need to hire an local accountant to record and report the financial transaction.

iii) Current urgent issue is to save lives, and that is what the government is focusing on and so are most charitible organizations. Our relief effort seems to kick in after that for the objective and also for the reason that it may take time to get to a meaningful size. But your idea is welcomed on how to enable us to get work earlier.

 Here is one of Dayong's suggestion after seeing those photos of kids under collapsed school: survival kids involved in those situation can use psychological treatment to recover from the trauma which may haunt them for the rest of their lives, esp those who become orphants now. The estimated cost does not run high so our limited fund can put to use right away this way.
